Lesson Overview

The incremental policy model is outdated and unable to respond to the complex and ever-changing challenges today. Shifting from a search for quick, short-term solutions, the new transformative policy model focuses on creating a space for different perspectives, expertises, and resources, driven with a common intent towards a mission. In this approach, policymakers need to challenge their own conventional, limited thinking, and work on seeing the relations between issues and actors.

Many countries have begun to explore the transformative policy model. The pattern of success have four elements: 1) reframe policy issues to open up possibilities and generate more options. 2) policy coherence, see beyond singular agency mandates 3) tackling horizontals, reevaluate the systems behind projects and policies to identify challenges 4) leadership development to expand capacity in the face of uncertainty.
